Well another Halloween passed in my area.  Shots fired, cars driving up the wrong way om one way streets, drug sales, dwi arrest and traffic enforcement,  some robberies, tampered canday.
No RSOs running around grabbing kids.]]></description>

This title was posted and then one of the local papers where in my area. And guess what, nothing mentioned about people forced to register. 
They talked about drunk driving, speeding, and other things. They make more arrest during those times according to the article. However, these people don&#039;t have to register or get off the road doing halloween.]]></description>

The history of Halloween in America reveals how mass print media was the driver of the cultural holiday.  Halloween is not a Federal or state recognized day, but local &quot; official &quot; presumes official capacity, which describes a trend of lawlessness in of itself. And often with zero consequences for the perps.
